May 1997 Patent and Trademark Office begins circulating draft legislative proposals that go beyond implementing the terms of the WIPO treaty. One proposal would circumvent the Supreme Court’s holding in "Betamax case", restrict lawful fair use copying, and deny to consumers new models of VCRs and computers unless they conform to all anti-copy technologies without regard for expense, malfuntion, inconvience or consumer fair use.
